Summary of Rehab Review Panel Meeting 10/5/2023

During the recent Rehab Review Panel meeting the DLI issued the new version of the Rehab Rules and as expected the updated proposal includes the Internship length change to 12 months with 36 months to complete the internship after application. There did not appear to be any other significant changes. The new version can be found on the RRP page https://www.dli.mn.gov/about-department/boards-and-councils/rehabilitation-review-panel and dated 10/5/23. The Department will send a "Notice of Intent To Adopt Rules" message to stakeholders. There will then be 30 days to comment. MARP can choose to comment again. Unless there are objections, MARP may want to make a brief formal comment supporting the rules and thanking the department for their hard work and willingness to listen and consider recommendations. If we do choose to comment it will require board approval. We will discuss this at the Board meeting after the Notice is posted. We invite members to provide comments to Board members at any time.

One of the presenters at the RRP spoke about the apprenticeship programs offered through DLI in various areas and industries other than construction and building trades. There is more information available at https://www.dli.mn.gov/business/workforce/be-apprentice that could be beneficial for our clients.

There was discussion regarding the Dept establishing a subcommittee with stakeholders to discuss the possibilities of developing a QRC apprenticeship to support the intern process, and any future rule changes related to QRC training. The RRP requested MARP and MASPRR present to them at the next meeting. Mike Anderson did a great job of introducing the option of having professionals present to the Panel and to further explain the rehabilitation process and philosophy. Kaylene Kickhafer, MARP President Elect was able to inform them that the two groups were already starting conversations together regarding the profession, and offered to participate in any way the Panel and Dept felt would be beneficial.

DLI announced the hire of a person to replace Joann Jacobson by the name of Tracey Haskins. There are also open positions on the upcoming RRP if anyone is interested.
